How to Set QC Standards With a Luxury Handbag Partner: A Seven-Clause Quality Agreement That Survives the First Dispute

Setting QC standards with a luxury handbag partner means writing a seven-clause quality agreement, not sending a specification sheet. The clauses are scope and defect dictionary, sampling method and AQL table, tolerances and reference samples, gate schedule and signatories, failure handling and rework, change control, and records retention. Each clause needs a number, an owner and a date. Written before sampling starts, the agreement turns the first dispute into a lookup instead of a negotiation, and it is the document every later inspection is measured against.

The Agreement That Was Never Written Down

A New York designer brand ran a suede hobo with a magnetic frame closure through a new production partner in early spring. The specification was three pages: dimensions, materials, hardware finish. Sampling went to four rounds and the approved sample was beautiful. Bulk arrived at 1,800 pieces and the brand rejected 900 of them, pointing to a softer frame tension than the sample. The partner pointed back to the specification, which said nothing about frame tension. Both sides were right, and the container sat for eleven days.

The gap was not capability, it was vocabulary. Nobody had written what counted as a defect, who decided, or what happened when the two sides disagreed. A quality agreement closes exactly that gap, and it is a different document from the specification: the specification says what the piece should be, the agreement says how the two parties will settle it when it is not. On our programme the agreement is drafted during sampling so that the approved sample and the acceptance rule are signed on the same day.

The test for a usable clause

  • If a clause cannot be answered with a number, a name or a date, it is a wish. Wishes are what sit unsigned in an inbox while a container waits.

Why a Quality Agreement Is Not a Specification

A specification describes the object. A quality agreement describes the relationship around the object: how evidence is gathered, who is entitled to judge, what the remedy is, and how the document itself changes. Confusing the two is the most common reason a well-written specification fails in practice. A specification can say that calfskin is 1.2-1.4 mm and still leave open whether the thickness is measured before or after skiving, on how many points per panel, and by whose gauge.

The agreement answers those procedural questions once, for the whole relationship, instead of style by style. It also survives personnel change, which specifications do not. When a new bench lead or a new brand-side QC manager takes over, the agreement is the document that tells them what the house considers acceptable. That is why we keep it separate from the tech pack and reference it inside the tech pack, rather than folding the two together.

Clause One: Scope, Definitions and the Defect Dictionary

Scope names the styles, colourways and components the agreement covers, and the defect dictionary turns every countable fault into one row. Each row carries four fields: the defect name, the class, the measurement method, and the instrument or reference used. A dictionary for a structured handbag typically runs 40 to 70 rows on the first draft and settles to around 30 rows that actually get used. The value is not the length; it is that both sides count the same list.

01

Critical — accept number zero

Sharp burr on metal, closure that releases under load, restricted substance above REACH Annex XVII, missing or mismatched CITES documentation on exotic skin.

02

Major — AQL 2.5

Visible panel scar, flap misalignment above 1.5 mm, stitch density below 8 per inch on a structural seam, edge paint short of three coats, plating flake on a visible face.

03

Minor — AQL 4.0

Interior thread end under 3 mm, dust bag handling mark, carton mark off by one character. Counted per lot and capped per unit at two.

04

Not a defect

Grain variation inside the approved swatch range, shade within ΔE 1.0 of the master, hand-finished asymmetry already present on the approved sample.

The fourth box is the one that prevents most arguments. Natural material variation is not a fault, and a dictionary that does not say so will generate false rejects on the first carton. The practical method is to mark the approved sample itself: circle the areas where variation is acceptable, photograph them, and attach the photographs to the dictionary. Both sides then hold the same annotated reference rather than two memories of a conversation.

Clause Two: Sampling Method and the AQL Table

This clause names the standard, the inspection level, the sampling scheme and the three AQLs. Ours reads: single sampling to ISO 2859-1 at General Inspection Level II, critical 0, major 2.5, minor 4.0. It also states how cartons are chosen, because the standard does not: at least the square root of the carton count rounded up, with pieces drawn from different layers. It states who draws the sample and whether the brand may attend, which removes the awkward question of whether an announced visit is still a valid one.

Standard and scheme
ISO 2859-1, single sampling, General Inspection Level II
Critical / major / minor AQL
0 / 2.5 / 4.0
Sample on 500 pieces
Code letter H, 50 pieces, accept 3 reject 4 at AQL 2.5
Sample on 1,201-3,200 pieces
Code letter K, 125 pieces, accept 7 reject 8 at AQL 2.5
Carton selection
At least the square root of the carton count, rounded up
Switching rule
Two rejections in five consecutive lots moves the next lot to AQL 1.0

Clause Three: Tolerances, Reference Samples and Gold Seals

Tolerances belong here rather than in the drawing, because this is where the measurement conditions are set: stuffed or empty, gauge type, number of points, and the light source for colour. Our standard set reads: body dimensions ±2 mm up to 300 mm and ±3 mm above; handle drop ±2 mm; strap length ±3 mm under 1 kg tension; stitch density 8-9 per inch on structural seams; edge paint three coats; plating 0.15-0.3 µm for light gold; shade within ΔE 1.0 of the master under D65.

Reference samples are then named and controlled. Three sealed pieces per style are retained: one brand seal, one house seal, one arbitration seal held by a third party where the relationship is new. Seals are re-cut every 12 months or whenever a component changes, whichever comes first, and the seal date is written on the tech pack. Without a controlled seal, the approved sample degrades — it gets handled, it gets scuffed, and six months later nobody can agree what it originally looked like.

Clause Four: Gate Schedule and Who Signs at Each Gate

A gate is a point where work stops until someone signs. Four are standard on a luxury booking: tech pack and specification sign-off, pre-production material and component approval, first-article approval off the line, and final inspection before release. Each gate names a document, a responsible person on both sides, and a maximum response time. A response time is the part usually omitted, and its absence is what turns a three-day gate into a three-week one.

Four gates with the document, the response window and the consequence. A gate without a consequence is a suggestion.

2 Pre-productionMaterial and component approvals, lab reports3 working daysBulk slot is not reserved
3 First articleFirst piece off the line, measured2 working daysLine holds at the bench
4 Final inspectionAQL 2.5 report with carton traceabilitySame eveningRelease decision deferred

Clause Five: Failure Handling, Rework and Re-inspection

This clause decides what happens when a lot fails, and it should be written before the first failure because that is the only moment it can be agreed calmly. The standard structure: the report states whether failures are systematic or isolated; systematic failures trigger a full re-sort of the lot; isolated failures trigger targeted rework of the affected pieces plus a 100% check of the affected operation. Re-inspection always uses a fresh random sample at the same AQL, never a re-count of the same cartons.

Cost allocation follows responsibility and should be stated as a rule rather than a number: rework and re-inspection attributable to a documented deviation from the specification are borne by the party that caused it; everything else is negotiated against the next booking. At a nominal rework allowance of USD 4.80 per piece, the parties usually find that a documented decision is worth more than the sum in dispute, which is the point of writing it down early. A clause that also sets a maximum of two re-inspection rounds before the lot is scrapped prevents an endless loop.

Write the remedy before the failure

Remedy clauses agreed after a rejection are signed under pressure and favour whoever has the container. Agreed during sampling, the same clause reads as routine administration.

Clause Six: Change Control and Component Substitution

Change control is the clause that protects the brand when a component becomes unavailable. It states that no material, component, finish or construction method changes without written approval, that the house must give a stated notice period when a component is discontinued, and that any substitute must be presented with a physical sample and laboratory data before it enters bulk. It also permits an emergency path with a time limit, because a hard prohibition without an exception route simply pushes change underground.

  • No material or component substitution without written approval from the named brand contact.
  • Notice period of 15 working days when a specified component is discontinued, with two proposed alternatives.
  • Substitute components arrive with a physical sample plus laboratory data on colour fastness and plating thickness.
  • Emergency substitution permitted only with written approval within 24 hours, and only for non-visible components.
  • Any approved substitution triggers a new reference sample seal date on the tech pack.

Clause Seven: Records, Retention and Traceability

The final clause says what is kept, for how long, and in what form. Our standard retention is 36 months for inspection reports, measurement sheets and laboratory data, and 24 months for reference seals. Carton-level traceability is recorded so that a complaint arriving months later can be matched to the cartons and the inspection findings for that booking. Laboratory reports for restricted substances are retained against the style rather than the season, because a compliance question usually arrives after the season has closed.

Traceability also has a supply-side half. Leather origin, tannery identification and Leather Working Group audit status are recorded against the hide lot, and exotic skins carry CITES documentation reconciled to the piece count. Our validated partner factory Quanzhou Yingming Bags has held export programmes since 2014, runs 7 production lines at about 200,000 pcs per month, and works to AQL 2.5 (ISO 2859-1) throughout. Those figures are part of the record, not marketing, because they are what a compliance questionnaire asks for.

What to Do in the First Ninety Days

The agreement is a living document and the first ninety days decide whether it survives. Start with a single style at the minimum booking of 500 pieces per style and colourway, run all four gates, and hold a written review at the first-article stage rather than at final inspection. Sampling runs 6-10 working days and complex constructions 12-15, so there is room to correct the document before bulk, which runs 35-50 days from approved sample on FOB Xiamen terms.

  1. Draft the seven clauses during sampling, not after it, and sign them on the day the sample is approved.
  2. Run one pilot style end to end before moving the rest of the collection onto the agreement.
  3. Review the defect dictionary after the first inspection and delete the rows nobody used.
  4. Re-cut the reference seals at the first component change, however small.
  5. Hold the second review at 90 days and move any clause that caused an argument into measurable language.

Draft the quality agreement during sampling, not after

Send us your specification and we will return a seven-clause quality agreement with the defect dictionary, AQL table and gate schedule attached, ready to sign alongside the approved sample.

Frequently Asked Questions

What is a quality agreement in handbag production?

A quality agreement is the contract between a brand and its production house that sets how quality will be judged: the defect dictionary, the sampling standard, the tolerances, the gate schedule, the remedy for failure and the rules for changing a component. It sits beside the specification, not inside it.

How is a quality agreement different from a tech pack?

The tech pack describes the product: dimensions, materials, construction and hardware. The agreement describes the procedure around it: how evidence is gathered, who judges, what the remedy is and how the document changes. One can be excellent while the other is missing entirely.

What is a defect dictionary?

A defect dictionary is a row-per-fault list where each row carries a defect name, a class of critical, major or minor, the measurement method, and the instrument or reference used. A structured handbag dictionary typically starts at 40 to 70 rows and settles around 30 that are actually used.

Which AQL should be written into the agreement?

The usual set is critical 0, major 2.5 and minor 4.0, applied as single sampling to ISO 2859-1 at General Inspection Level II. On a 500-piece lot that gives 50 inspected pieces with accept three and reject four on major defects.

Who should own the reference sample?

Three sealed pieces per style is the workable arrangement: one seal held by the brand, one by the house, and one held for arbitration on a new relationship. Seals are re-cut every 12 months or at the first component change, whichever comes first.

How often should reference seals be replaced?

Every 12 months, or immediately when a specified component changes. An approved sample that has been handled for a year has scuffed, darkened and relaxed, and it will no longer represent what bulk should look like.

What is a gate in a production programme?

A gate is a point where work stops until someone signs. Four are standard: specification sign-off, pre-production material and component approval, first-article approval off the line, and final inspection before release. Each needs a document, an owner and a response time.

What response time should a gate carry?

Five working days for specification sign-off, three for pre-production approvals, two for first-article approval, and same evening for the final inspection report. Without a stated window, a three-day gate routinely becomes a three-week one.

What happens when a lot fails final inspection?

The report states whether failures are systematic or isolated. Systematic failures trigger a full re-sort of the lot; isolated failures trigger targeted rework plus a 100% check of the affected operation. Re-inspection uses a fresh random sample at the same AQL.

Can a re-inspection re-count the same cartons?

No. Re-counting the same cartons is not a valid result under ISO 2859-1, because the sample is no longer random once it has been sorted or reworked. A re-inspection draws a new sample from the full lot size.

How should component substitution be controlled?

No material or component changes without written approval, with a notice period of 15 working days when a specified item is discontinued and two proposed alternatives. Any approved substitution triggers a new reference seal date on the tech pack.

How long should inspection records be kept?

The typical retention is 36 months for inspection reports, measurement sheets and laboratory data, and 24 months for reference seals. Compliance questions usually arrive after the season has closed, so records are filed against the style rather than the season.

Should third-party inspection be named in the agreement?

Naming an external house is useful when the relationship is new, and the agreement should state that the same defect dictionary and AQL apply so both reports count the same things. It does not replace the internal report; it corroborates it.

When should the agreement be signed?

During sampling, on the day the sample is approved. Signed at that point it reads as routine administration; signed after a rejection it reads as a settlement, and it will be renegotiated at the next disagreement.

Does the agreement need to change for every new style?

No. The clauses are written once for the relationship and referenced inside each tech pack. Only the defect dictionary and tolerance table grow style-specific rows, and those are added as an annex rather than by rewriting the agreement.

People Also Ask

What should a handbag quality agreement include?

Seven clauses: scope and defect dictionary, sampling method and AQL, tolerances and reference seals, gate schedule with signatories, failure handling and rework, change control, and records retention. Each needs a number, an owner and a date.

How do you agree QC standards with a production partner?

Agree them during sampling, not after bulk. Draft the clauses alongside the tech pack, sign them the day the sample is approved, and run one pilot style end to end before moving the rest of the collection onto the agreement.

What is an acceptable quality level in handbags?

AQL is the defect rate a sampling plan is designed to accept, not a promise of a percentage. The common luxury set is critical 0, major 2.5 and minor 4.0 under ISO 2859-1 single sampling at General Inspection Level II.

Why do handbag quality disputes happen?

Most disputes come from missing vocabulary rather than bad work: nothing defines frame tension, stitch density or shade drift, so both sides are right at once. A defect dictionary with a measurement method removes the argument.

What is a reference seal in sampling?

A reference seal is a sealed, dated approved sample kept as the physical contract for a style. Three are normally retained — one brand, one house, one arbitration — and re-cut every 12 months or at the first component change.
